alien who is not punishable in "extreme state of poverty", or at least for "good reason", not has complied with the order of removal of quaestor continuing to remain illegally in Italy. This was established by the Constitutional Court, which rejected it in part one of the rules of the 'security package' of 2009 relating to the crime of illegal immigration.
