is a delay that demonstrates the inability of governments to reach a current system of common rules and to ensure the rights and to allow a fair relationship between countries of origin and destination. The delay is even worse when you consider that to produce the text of 1990, it took another twenty years. The United Nations has started to work in the early '70s.
have been years of discussion and strong opposition between the interests of advanced economies and developing countries, who provide more labor and much rely on remittances. It's the same conflict that still prevents an extended ratification of the Convention.
Instead, admission policies and integration have been left, by the European Union, the choices of individual governments, often conditioned by propaganda, or at most a few bilateral agreement. Yet it is clear that the phenomenon is structural, arising from practical needs, it must be handled in a realistic way, by focusing on development programs, such as for rich countries to poor ones.
